此次出臺(tái)的《暫行辦法》首次明確了這一類(lèi)網(wǎng)絡(luò)約車(chē)的合法地位(legalizing online car-hailing services),，同時(shí)對(duì)駕駛員準(zhǔn)入條件有了嚴(yán)格規(guī)定：應(yīng)有三年以上駕駛經(jīng)驗(yàn)(with three or more years of driving experience),，無(wú)交通肇事犯罪記錄(no record of traffic crimes)、無(wú)危險(xiǎn)駕駛犯罪記錄,、無(wú)吸毒記錄,、無(wú)飲酒后駕駛記錄(no record of dangerous driving, drug abuse or drinking and driving)、無(wú)暴力犯罪記錄(no record of violent crimes),。
對(duì)于運(yùn)營(yíng)車(chē)輛也有明確的條件要求：7座及以下乘用車(chē)(passenger vehicles with 7 seats or less);安裝具有行駛記錄功能的車(chē)輛衛(wèi)星定位裝置,、應(yīng)急報(bào)警裝置(equipped with GPS and emergency alarm system);車(chē)輛技術(shù)性能符合運(yùn)營(yíng)安全相關(guān)標(biāo)準(zhǔn)要求(cars are in good condition and can guarantee safe rides),。
在此基礎(chǔ)上,，對(duì)于符合條件的車(chē)輛，應(yīng)在公安機(jī)關(guān)登記為預(yù)約出租客運(yùn),，并取得服務(wù)所在地出租汽車(chē)行政主管部門(mén)發(fā)放的《網(wǎng)絡(luò)預(yù)約出租汽車(chē)運(yùn)輸證》,。
另外,，《暫行辦法》建立了按里程報(bào)廢標(biāo)準(zhǔn)(mileage limit)，規(guī)定網(wǎng)約車(chē)行駛里程達(dá)到60萬(wàn)千米時(shí)強(qiáng)制報(bào)廢(the vehicle will be scrapped once it reaches the 600,000 km mileage limit),。行駛里程未達(dá)到60萬(wàn)千米但使用年限達(dá)到8年時(shí),，退出網(wǎng)約車(chē)經(jīng)營(yíng)(dismissed from the car-hailing service)。（中國(guó)日?qǐng)?bào)）
